Работая сегодня с Украиной, мы сосредотачиваемся на нашей общей амбиции подписать Соглашение об ассоциации на саммите в Вильнюсе, который состоится в ноябре этого года. Наша сегодняшняя встреча позволила обсудить как имеющийся прогресс, так и вещи, которые еще ​​предстоит выполнить. Верховная Рада и партии, которые в ней представлены, будут играть ключевую роль во всем процессе В.ближайшие недели следует выполнить важную законодательную работу, чтобы вовремя выполнить условия ЕС и чтобы Евросоюз имел время надлежащим образом их оценить перед Вильнюсским саммитом .

Я планирую обсудить эти вопросы с представителями оппозиции, которые посетят Брюссель в этот четверг. Необходимо развивать диалог между правительством, оппозицией и гражданским обществом, чтобы всесторонне и с привлечением всех сторон обсудить путь Украины к подписанию Соглашения об ассоциации. Я готов внести свой вклад в этот диалог.

Мы также коснулись недавних событий в Украине и вокруг нее. Я еще раз подчеркнул позицию ЕС о том что « любое внешнее давление на Украину, связанное с ее амбицией подписать Соглашение об ассоциации с ЕС, является неприемлемым ».

Сегодня мы становимся свидетелями более активной позиции России по этим вопросам. Из Москвы звучали комментарии, что подписание Соглашения об ассоциации, в частности ее раздела о глубокой и всеобъемлющей зоне свободной торговли, вызовет неизбежное ужесточение таможенных процедур для украинских товаров, ввозимых в Россию .

Позвольте мне напомнить, что соглашение об ассоциации не мешает Украине развивать конструктивные отношения с Евразийским таможенным союзом, при условии, что эти отношения опираются на принципы ВТО и не противоречат принципам глубокой и всеобъемлющей зоны свободной торговли между ЕС и Украиной .

Учитывая обеспокоенность России по проблемам правил происхождения товаров, важно отметить, что в контексте зоны свободной торговли между Россией и Украиной, который действует в рамках Содружества Независимых Государств, товары ЕС, экспортируемые в Украину согласно условиям будущей глубокой и всеобъемлющей зоны свободной торговли, не попадут под торговые преференции, когда их будут экспортировать из Украины в Россию. А поэтому подписание соглашения о свободной торговле с третьей стороной, то есть с нами, не может использоваться как оправдание ужесточения таможенных процедур.

Позвольте мне подчеркнуть, что соглашение об ассоциации не будет заключаться за счет отношений Украины с Россией или другими соседями. И мы искренне верим, что она принесет выгоду всем сторонам" .
